Rules & Regulations

1. Eligibility Criteria

1. Films submitted must be original works.

2. Award-winning films of the Chitrabharati Film Festival will not be considered.

3. Films must strictly adhere to the specified time limits.

4. Films submitted in any previous edition of the Nagpur Film Festival will strictly not be considered.

5. Plagiarism, imitation, or adaptation of any previously made film will not be considered

2. Definition of Categories

A. Professional Category

• Filmmakers with professional experience, commercial releases, or screenings at recognised festivals.

• Films produced with a professional crew, budget, or institutional backing.

B. Amateur Category

• Students, first-time filmmakers, independent creators, or hobbyists.

• Films made with limited resources, self-funding, or as learning/experimental projects.

The festival reserves the right to reclassify a film into the appropriate category or disqualify it if the submission is found to be intentionally or unintentionally submitted under an incorrect category.

3. Film Categories & Time Limits

• Short Film (Professional & Amateur): Maximum 30 minutes

• Documentary (Professional & Amateur): Maximum 60 minutes

• Animation Film (Professional & Amateur): Maximum 30 minutes

• Reels / Vertical Films: Maximum 90 seconds (Vertical format – 9:16)

• AI-Based Films: Maximum 5 minutes

4. Additional Rules for Reels / Vertical Films

• Films must be created exclusively in vertical format (9:16).

• Content must be original and specifically made for this category.

• Content already uploaded on social media platforms prior to submission may be disqualified.

• Any form of copyright infringement, plagiarism, or misuse of content will lead to rejection.

• Selected reels may be screened during festival events or promotional showcases.

5. Additional Rules for AI-Based Films

• Only fully AI-generated films are eligible in this category.

• All key elements—visuals, characters, voice, music, and editing—must be created using AI tools.

• Partially AI-assisted or traditionally made films will not be considered.

• Filmmakers are responsible for originality, copyright compliance, and ethical use of AI.

• The jury reserves the right to verify AI usage and disqualify non-compliant entries.

6. Film Submission Process

1. Films must be submitted online only.

2. Participants must submit one Google Drive link containing:

• The final film

• The official film poster

(Proper viewing and download permissions must be enabled.)

3. YouTube uploads or YouTube links will not be accepted.

4. Required details at the time of submission:

• Film Title

• Director’s Name

• Duration

• Category (Professional / Amateur)

• Synopsis (maximum 100 words)

• Film Poster

5. Last date for submission: 10th February 2026.

7. Selection Process

1. Films will be selected by a jury appointed by the festival.

2. The jury’s decision shall be final and binding.

3. Award-winning films will be announced during the festival.

8. Content & Ethical Guidelines

1. Use of abusive, offensive, misleading, or false language is not acceptable.

2. Obscene, vulgar, or sexually explicit visuals or content are strictly prohibited.

3. Films promoting hatred, violence, discrimination, or unlawful activities will not be considered.

4. The festival promotes social, cultural, and ethical values.

9. Priority & Thematic Preference

1. Films based on themes or subjects announced by the festival will be given priority.

2. Films with strong social, cultural, and positive message-oriented narratives will be preferred.

3. Films reflecting Bharatiya values, national integrity, social harmony, and constructive thought will receive special consideration.

Priority does not guarantee selection.

10. General Rules & Responsibilities

1. Responsibility for content authenticity, originality, and ownership lies with the filmmaker/producer.

2. Festival organisers reserve the right to final decisions regarding selection, screening, and scheduling.

3. All legal matters and disputes shall fall under Nagpur jurisdiction only.

11. Rights Grant

By submitting a film, the filmmaker grants non-exclusive screening rights to:

• Nagpur Film Festival

• Related film festivals

• Screenings and workshops organized by Nagpur Chalchitra Foundation

12. Declaration

• Rules are subject to change without prior notice.

• Submission confirms:

“I have read and agree to all the rules and regulations of the Nagpur Film Festival.”

नियम और शर्ते

1. पात्रता नियम

1. प्रस्तुत की जाने वाली फ़िल्म मौलिक होनी चाहिए।

2. चित्रभारती फ़िल्म फ़ेस्टिवल में पुरस्कार प्राप्त फ़िल्मों को इस फ़ेस्टिवल में शामिल नहीं किया जाएगा।

3. सभी फ़िल्मों को दी गई समय सीमा का पालन करना अनिवार्य है।

4. नागपुर फ़िल्म फ़ेस्टिवल के किसी भी पिछले संस्करण में भेजी गई फ़िल्में स्वीकार नहीं की जाएँगी।

5. किसी भी पहले से बनी फ़िल्म की नकल, कॉपी या रूपांतरण मान्य नहीं होगा।

2. श्रेणियों की जानकारी

क. प्रोफेशनल श्रेणी

• ऐसे फ़िल्मकार जिनके पास फ़िल्म बनाने का अनुभव हो या जिनकी फ़िल्में पहले किसी फ़िल्म फ़ेस्टिवल या व्यावसायिक रूप से प्रदर्शित हो चुकी हों।

• पेशेवर टीम, बजट या किसी संस्था के सहयोग से बनी फ़िल्में।

ख. एमेच्योर श्रेणी

• विद्यार्थी, पहली बार फ़िल्म बनाने वाले, स्वतंत्र कलाकार या शौक़ के तौर पर फ़िल्म बनाने वाले।

• सीमित साधनों या स्वयं के खर्च से सीखने या प्रयोग के लिए बनाई गई फ़िल्में।

यदि कोई फ़िल्म गलत श्रेणी में भेजी गई पाई जाती है, तो फ़ेस्टिवल उसे सही श्रेणी में डाल सकता है या आवश्यकता होने पर अस्वीकार भी कर सकता है।

3. फ़िल्म की श्रेणियाँ और समय सीमा

• लघु फ़िल्म (प्रोफेशनल और एमेच्योर): अधिकतम 30 मिनट

• डॉक्यूमेंट्री फ़िल्म (प्रोफेशनल और एमेच्योर): अधिकतम 60 मिनट

• एनीमेशन फ़िल्म (प्रोफेशनल और एमेच्योर): अधिकतम 30 मिनट

• रील्स / वर्टिकल फ़िल्म: अधिकतम 90 सेकंड (खड़ा फ़ॉर्मेट 9:16)

• एआई आधारित फ़िल्म: अधिकतम 5 मिनट

4. रील्स / वर्टिकल फ़िल्म के लिए विशेष नियम

• फ़िल्म केवल खड़े फ़ॉर्मेट (9:16) में होनी चाहिए।

• सामग्री नई और इसी श्रेणी के लिए बनाई गई होनी चाहिए।

• पहले से सोशल मीडिया पर डाली गई रील को अस्वीकार किया जा सकता है।

• कॉपीराइट उल्लंघन या किसी की सामग्री का गलत उपयोग पाए जाने पर फ़िल्म रद्द कर दी जाएगी।

• चुनी गई रील्स को फ़ेस्टिवल कार्यक्रमों या प्रचार में दिखाया जा सकता है।

5. एआई आधारित फ़िल्म के लिए विशेष नियम

• इस श्रेणी में केवल पूरी तरह एआई से बनी फ़िल्में ही मान्य होंगी।

• फ़िल्म के दृश्य, पात्र, आवाज़, संगीत और संपादन सभी एआई की मदद से बने होने चाहिए।

• आंशिक रूप से एआई का उपयोग की गई फ़िल्में स्वीकार नहीं की जाएँगी।

• फ़िल्म की मौलिकता और अधिकारों की ज़िम्मेदारी पूरी तरह फ़िल्मकार की होगी।

• जूरी को एआई के उपयोग की जाँच करने और नियमों का पालन न होने पर फ़िल्म रद्द करने का अधिकार होगा।

6. फ़िल्म भेजने की प्रक्रिया

1. फ़िल्म केवल ऑनलाइन माध्यम से भेजी जाएगी।

2. एक गूगल ड्राइव लिंक देना अनिवार्य है, जिसमें शामिल हों:

• अंतिम फ़िल्म

• फ़िल्म का आधिकारिक पोस्टर

(लिंक देखने और डाउनलोड करने की अनुमति खुली होनी चाहिए।)

3. यूट्यूब पर अपलोड की गई फ़िल्म या यूट्यूब लिंक स्वीकार नहीं किए जाएँगे।

4. फ़िल्म भेजते समय ये जानकारी देना ज़रूरी है:

• फ़िल्म का नाम

• निर्देशक का नाम

• अवधि

• श्रेणी (प्रोफेशनल / एमेच्योर)

• संक्षिप्त विवरण (अधिकतम 100 शब्द)

• फ़िल्म पोस्टर

5. फ़िल्म भेजने की अंतिम तिथि: 10 फ़रवरी 2026।

7. चयन प्रक्रिया

1. फ़िल्मों का चयन फ़ेस्टिवल द्वारा नियुक्त जूरी करेगी।

2. जूरी का निर्णय अंतिम होगा।

3. पुरस्कार प्राप्त फ़िल्मों की घोषणा फ़ेस्टिवल के दौरान की जाएगी।

8. सामग्री से जुड़े नियम

1. गाली-गलौज, अपमानजनक या भ्रामक भाषा का प्रयोग स्वीकार नहीं है।

2. अश्लील, आपत्तिजनक या यौन दृश्य सख्ती से प्रतिबंधित हैं।

3. नफ़रत, हिंसा, भेदभाव या गैरकानूनी गतिविधियों को बढ़ावा देने वाली फ़िल्में स्वीकार नहीं होंगी।

4. फ़ेस्टिवल सामाजिक, सांस्कृतिक और नैतिक मूल्यों का सम्मान करता है।

9. विषय और प्राथमिकता

1. फ़ेस्टिवल द्वारा बताए गए विषयों पर बनी फ़िल्मों को प्राथमिकता दी जाएगी।

2. समाज के लिए अच्छा संदेश देने वाली फ़िल्मों को वरीयता मिलेगी।

3. भारतीय मूल्य, सामाजिक सौहार्द और सकारात्मक सोच दिखाने वाली फ़िल्मों को विशेष महत्व दिया जाएगा।

• प्राथमिकता का अर्थ यह नहीं है कि फ़िल्म का चयन निश्चित ही होगा।

10. सामान्य नियम

1. फ़िल्म की मौलिकता, सत्यता और अधिकारों की ज़िम्मेदारी फ़िल्मकार या निर्माता की होगी।

2. चयन, प्रदर्शन और समय से जुड़े अंतिम निर्णय आयोजकों के पास सुरक्षित रहेंगे।

3. सभी कानूनी मामले नागपुर क्षेत्र में ही मान्य होंगे।

11. अधिकार अनुमति

फ़िल्म भेजने के साथ ही फ़िल्मकार नागपुर फ़िल्म फ़ेस्टिवल, संबंधित फ़ेस्टिवल और नागपुर चलचित्र फ़ाउंडेशन द्वारा आयोजित कार्यक्रमों में फ़िल्म दिखाने की अनुमति देता है।

12. घोषणा

• नियमों में बिना सूचना के बदलाव हो सकता है।

• फ़िल्म भेजने का अर्थ है:

“मैंने नागपुर फ़िल्म फ़ेस्टिवल के सभी नियम पढ़ लिए हैं और उनसे सहमत हूँ।”
